Transportation of people and goods, an essential human activity, contributes to social and economic development by enabling trade and access to employment, education, leisure and other economic, social and cultural opportunities. The development of the transport sector in developing countries has often been seen as an indicator of economic welfare and success.

Transportation already accounts for more than one-quarter of the world’s energy consumption, and is a major driving force behind the growing world demand for energy.

UNICON has experience in assisting public and private agencies in planning their transport networks at both the micro and macro levels. The plans have varied from small corridor and sub-area plans to larger countywide plans. Plans include developing policies and guidelines that promote a safe and efficient multi-modal network.

The main goal of modern transport policy is to create a favorable environment for the development of efficient public and private agencies, by enhancing their ability to provide efficient, value-added and cost-effective services to the clients. Our services address the concerns of private and public interests. We offer:

  • restructuring, rehabilitation and upgrading consultations to providers of transport services at the organizational level
  • transport policy advice, including economic studies, feasibility studies and regulatory reform at the institutional level

UNICON is offering the following services for different levels of transport sector players:

  • Preparation of pre-feasibility, feasibility, economic studies, markets and business opportunities 
  • Developing concepts and detailed plans for restructuring and business upgrading of transport companies including management tools, finances, sales, production of services, value-adding services, marketing & research, quality assurance, human resources and training
  • Development of Inter-modal and Multimodal transport concepts
  • Provision of institutional advice, capacity building and reorganization of transport institutions

Another field of UNICON’s activities includes the development of logistics services. Logistics services, which include activities, required for the transportation, storage and handling of production inputs and the transportation of the finished products from producer to consumer, play a critical role in international trade. The efficient supply of logistics services helps to facilitate international trade in a whole range of other products. The more timely, reliable and efficient the logistics supply chain, the more efficiently and reliably goods can be delivered from the point of production to the point of consumption.

We assist Governments in trade facilitation, which encompasses activities that focus on increasing the volume of international trade by reducing the costs and increasing the efficacy of transporting traded goods to consumers. The services that we provide in trade facilitation include anything from institutional and regulatory reform to customs and port efficiency.

Tourism has become a very important and dynamic sector both in the world economy and in the developing countries. It is already an important sector in certain developing countries and will become so for others. We provide services that:

  • encourage sustainable development of tourism;
  • support authorities in planning and managing their policy; and
  • help consolidate the role of tourism in today's open and competitive market economy.

Information and Communication Technology (ICT) and Management Information Systems (MIS) play an increasingly vital role in strengthening national economies and supporting information technologies worldwide. Liberalization of telecommunications regulations and sectors, adoption of ICT/MIS by businesses and governments, and a healthy ICT sector itself all improve a nation’s ability to participate in the global economy.

Through its programs, UNICON is a consulting and management resource for clients who want to use ICT to encourage development. Although ICT has long been an important component of traditional development programs, it is now an important independent development focus.

UNICON also helps to identify new functions and system requirements for financial management, such as budget management systems, project accounting systems, daily cash flow implementation, etc. In addition, we look at internal systems of control and internal audit systems and identify whether these need to be strengthened or new ones devised.

Tanzania Road Sector Development

Tanzania’s road and rail systems are in poor condition, leading to increased producer prices, lengthened supply chains, and export constraints for the private sector and reduced access to social services. Besides complicating the business environment and economic growth within Tanzania’s borders, poor transportation infrastructure also creates delays for transport of goods to its six landlocked neighbours.

Services provided by the Consultant include (a) strengthening the management capacity of Tanzania Roads Agency (TanRoads) supported by a well defined business plan; (b) establishing reporting arrangements and performance monitoring indicators to monitor progress in the implementation of the reform program; (c) defining institutional responsibility for planning,  programming, implementing and monitoring disbursement arrangements, particularly for the district councils; (d) improving inter-sectoral coordination to mainstream social impact monitoring and to place transport within the core of the poverty dialogue agenda; (e) developing clearly defined performance agreements between the Road Fund and TanRoads, MoW and the district councils; (f) diversifying and stabilizing the Road Fund based on assessed maintenance needs of the road network; and (g) advising on cost-sharing formula to finance maintenance needs of urban and rural roads.
