CHISINAU, MOLDOVA – UNICON shortlisted for World Bank funded Decentralization of Chemotherapy and Radiotherapy Services within Hospital Health Care Services in Moldova.

Moldova is located in Eastern Europe, the health system of which has a number of structural deficiencies, most of them being common for post-Soviet economies in transition. Primary Health Care (PHC) does not fully fulfill its potential in the health system, and the network of hospitals is larger than it is necessary. Majority of the health care staff are underpaid. Infrastructure faces many problems, many underfunding of clinics and hospitals. Recently, the Ministry of Health has started to implement a process of modernizing the health system to provide quality health services to the population and provide better usage of its current financial and human resources.

During recent years, Moldova has made progress towards restructuring of the health system by upgrading the primary and emergency sector, decreasing number of hospitals, etc. Implementation of mandatory health insurance system has contributed to the improvement of the healthcare provided to the population and public health indicators as well.

The tasks of this project will include developing detailed Action Plan for decentralization of radiotherapy and chemotherapy services within hospital health care. This plan will include: (i) detailed plans for modernization of hospital capacity in Balti and Cahul, at the level of health areas/zones described in the National Hospital Master Plan, according to future mission to provide chemotherapy and radiotherapy services; (ii) comprehensive plan for staff training; (iii) identify opportunities for Public-Private Partnership (PPP), based on PPP program in progress at the Oncology Institute in Chisinau, and (iv) estimate the costs for infrastructure needed to modernize the hospitals in Balti, Cahul, and other health care facilities.
