Regional: Harmonization of Standards and Practices in the Gas Sector in Central Asia

The project aims to improve the regional internal security of gas supplies, better energy demand management and supply system. It contributes also to the security of EU energy supply by promoting the regional integration through improving certain critical standards and common adoption of new standards, practices and new technologies. Special reference has to be made to new Trans European Network interoperability guidelines. The project contributes to a regional technology exchange and discussions. It develops a platform where all countries can actively participate with common scope of work and goals. The project addresses capacity building of national gas companies, transfer of essential skills serving as a basis for new investment projects in the gas sector. It supports the establishment of a reliable monitoring and guidance system for the pipelines network, taking into consideration the load capacity and status of network routes in case of incidents or emergencies.

The project will focus on gas transportation, taking into account the different regional segments shared on regional basis: regional internal transport segments – TSO and local distribution segments – DSO. These segments will be identified and studied. A suitable common methodology for measurements/metering will be elaborated, as well as a suitable strategy for feeding and promoting technical parameters and standards at local level and into a regional platform.

Regional: Technologies and Methodologies for Reducing Gas Losses of the Central Asian Gas Transit System

The overall objective of this TACIS project is to enhance the safety and security of the main gas transit infrastructures in Central Asia though reducing gas losses. The project covers 4 Central Asian Republics: Kazakhstan, Kyrgyz Republic, Turkmenistan and Uzbekistan

The project will provide a technical assistance to the Central Asian state authorities and national companies in order to achieve profitable reduction of gas losses in selected parts of the main gas transit infrastructures and will provide the above mentioned beneficiaries with the knowledge needed to apply the methodologies and technologies used in the pilot areas to the entire infrastructures.

Kazakhstan: Support to Kazakhstan's education system reform, including gender-oriented vocational education and training

The aim of this GTZ funded project is to strengthen the quality and capacity of initial and further education in the field of commercial training. The main partners involved are the vocational colleges in the different regions, and the Ministry of Education and Science of the Republic of Kazakhstan. Services will be provided in the field of standard and curriculum development, capacity building and further training of teachers/trainers and responsible personnel related to technical and vocational education and training in the ministries.

Uzbekistan: Vocational Education and Training in Colleges of Construction Industry

GTZ-funded project will help to improve access to demand-driven VET in construction sector and ensure its quality, relevance, and efficiency. The project will address key issues in VET and will include (i) draft recommendations for a comprehensive national policy framework and sustainable financing mechanisms conducive to the provision of demand-driven VET for youths and adults; (ii) draft strategies and investment needs to rationalize and strengthen the current system for the youth, including building of the capacity of institutions and rehabilitating and upgrading selected training facilities; (iii) draft strategies to increase the availability of skills training and retraining opportunities for adults by mobilizing public and private training providers; and (iv) draft strategies to promote a public-private partnership strengthening linkages between VET providers and industries, including establishing a labor market information system to guide VET programs in adjusting to changing labor market needs.

Kyrgyz Republic: Institutional Strengthening and Capacity Building for Tax Administration Reform

This ADB project will help State Committee for Taxes and Collection (SCTC) to: (i) build capacity for modern tax administration practices, (ii) establish a goal-setting and performance management framework, and (iii) establish taxpayer education and services and conduct a public awareness campaign, in order to promote voluntary compliance.

To help ensure achievement of the impact and outcome of the Project, the activities will have three outputs: (i) SCTC staff skills in modern tax administration will be upgraded, (ii) a mechanism for setting goals and monitoring performance will be adopted to ensure continuing efficiency, and (iii) taxpayer education and services will be provided to promote voluntary compliance.

Kyrgyz Republic: Tax Administration Business Process Reengineering and Change Management

This ADB project will help State Committee for Taxes and Collection (SCTC) to: (i) develop its staff's skills in basic and advanced information and communication technology (ICT) methods and business analytics; (ii) undertake business process reengineering, and (iii) implement a change management program.

To help ensure achievement of the impact and outcome of the Project, the activities will have three outputs (i) SCTC staff skills in basic and advanced ICT methods and business analytics will be developed, (ii) SCTC business processes will be reengineered to enable SCTC staff to efficiently use the new equipment and facilities, and (iii) SCTC staff’s adjustment to the new operational setup will be facilitated through a change management program.

Regional: Strengthening Public Participation and Civil Society Support to Implementation of Aarhus Convention

The objective of the EU-Tacis project is to support the implementation of provisions of the "Aarhus Convention on access to information, public participation in decision-making and access to justice in environmental matters" in the five Central Asia countries.

The main expected results are: (i) Enhanced public participation in the environmental decision-making process; (ii) Enhanced capacity of public regional and national bodies to provide environmental information; (iii) Key stakeholders in public administration, judiciary and NGOs familiar with provision of Aarhus Convention and capable of putting principles into practice; and (iv) Guidance documents and users guidelines at regional and national levels are ready for use of officials and civil society.

Turkmenistan: Telecommunication Market Assessment in Turkmenistan

UNICON was contracted by one of the mobile market players and implements in-depth analysis, including: (1) Secondary data analysis; (2) Expert interview; (3) In-depth interview with market players; and (4) Focus group discussions.

Main tasks of the project include identification of characteristics in communication sector of Turkmenistan, with focus on mobile operators. Scope of activities covered study of Turkmen market, trends analysis, threads and opportunities on the market.

Uzbekistan: Monitoring Agent for JV GreenWorld in Uzbekistan

The EBRD contracted UNICON to provide an advice on the disbursement of the EBRD’s loan and to monitor progress of the Company’s operations, including contractual relations with its suppliers. The objective of the assignment is to advise the EBRD on the key aspects of the use of the funds, monitoring of stock quality and quantity, product sales through the working capital cycle on a monthly basis. The Company processes a broad range of fresh fruit and vegetables including tomatoes, apples, plums, cherries, apricots, peaches, carrots, pumpkins, etc. Today, the Company operates four main product lines: 1) juices, 2) fruit concentrate and puree 3) tomato paste, and 4) preserves and jams. Each product line comprises a wide assortment of final products.

Uzbekistan: Tax Administration Improvement Project, subcomponent: Survey of SMEs in Uzbekistan

The taxation system in Uzbekistan is rather complex, includes numerous exemptions and privileges that make it difficult to quantify the tax base, and is subject to frequent ad hoc revisions. Tax administration has been improved, including through reform of the inspection system, but entrepreneurs are concerned that the current system does not respond to their interests. The Government is considering a draft revised tax code that proposes, inter alia, to remove special privileges and exemptions; consolidate tax rates, rules, and regulations; and strengthen tax administration. The goal of this assignment is to assess SME's problems and issues faced in relation to the current taxation system and propose alternative options.

Tajikistan: Review and Development of Technical Norms and Regulations for Sanitary Epidemiological Service (SES) under Public Reform Project

This assignment is a part of the Public Sector Reform Project (PSRP), the funds for which have been provided by the International Development Association (IDA) to the Government of Tajikistan on a grant basis to implement the key aspects of Public Administration Reform Strategy endorsed by the Government of Tajikistan on 15 March 2006. Sanitary Epidemiological Services (SES), which is responsible for health-related inspections in the country, has over 1,000 normative acts existing in the area of hygiene, epidemiological and laboratory services. Many of these normative acts, from the Soviet period, are not applicable to the current Tajik context, and impose an unnecessary burden on both the public officials enforcing irrelevant and outdated norms, and private entrepreneurs trying to understand their obligations under the law.

The objectives of this assignment is to work with the SES to review existing normative and legal acts and develop new technical regulations as necessary in accordance with international standards in this sphere. The consultants proposed recommendations regarding instruments, actions, measures and regulatory developments to support the SES Inspections Agency.

Tajikistan: Review and Development of Technical Norms and Regulations for Fire Service Inspections Agency (Fire Dep't) under Public Reform Project

This assignment is a part of the Public Sector Reform Project (PSRP), the funds for which have been provided by the International Development Association (IDA) to the Government of Tajikistan on a grant basis to implement the key aspects of Public Administration Reform Strategy endorsed by the Government of Tajikistan on 15 March 2006. The efficiency of the public administration system in Tajikistan requires serious improvement. The Fire Service Inspections Agency is one of Government's inspection bodies. Regulations relating to the inspection of public buildings, frequency of inspections and safety requirements of buildings to meet fire codes must be reviewed and brought up to current international standards.

The objectives of this assignment is to work with the Fire Service Inspections Agency to review existing normative and legal acts and develop new technical regulations as necessary in accordance with international standards, as well as propose recommendations regarding instruments, actions, measures and regulatory developments to support the Fire Service Inspections Agency.

Tajikistan: Development Methodologies, Procedures and Methods of the Competitive Selection for the Civil Service

This assignment is a part of the Public Sector Reform Project (PSRP), the funds for which have been provided by the International Development Association (IDA) to the Government of Tajikistan on a grant basis to implement the key aspects of Public Administration Reform Strategy endorsed by the Government of Tajikistan on 15 March 2006.

Development of a professional civil service in the Republic of Tajikistan is one of the priority objectives of the Public Administration System Reform Strategy. In project implementation, the following issued are addressed: (1) Study and analysis of normative-legal base and current practice of selection and recruitment for vacancies in the civil service; (2) Develop the Procedure and Selection Methods for Candidates Applying to Vacant Posts in the Civil Service; and (3) Develop recommendations to improve the selection procedure, method and tools based on consideration of documents submitted by the Civil Service Department.

Tajikistan: Transport Sector Masterplan

The ADB Transport Sector Masterplan supports ADB’s country strategy and program for Tajikistan, which identifies the transport sector as a strategic priority for ADB assistance. ADB assistance to the transport sector has focused on strengthening Tajikistan’s connectivity with neighboring countries, with three loans totaling $64.5 million for improvement of regional road corridors. ADB has also assisted in institutional reform and policy dialogue with the Government through covenants under loans and advisory TAs. The TAs targeted (i) policy reforms in the road subsector, (ii) road maintenance and financing, and (iii) institutional strengthening and capacity building. These TAs, together with assistance provided by the European Bank for Reconstruction and Development (EBRD) and World Bank for the preparation of a civil aviation strategy in Tajikistan, form a good basis for the development of the proposed transport sector master plan.
